The latest report from L'Autorité Nationale des Jeux (ANJ), France's gambling regulator, reveals the impressive prosperity of the country's gambling industry. In 2023, France achieved a record gross gaming revenue (GGR) of €13.4 billion (approximately £11.6 billion or US$14.3 billion).
Growth and Development
Total gambling volume in France in 2023 increased by 3.5% compared to the previous year. ANJ notes that all market segments saw GGR growth for the first time since 2019. Despite this, France is still slightly behind the European average growth of 5.5%.
Online Gambling on the Rise
ANJ noted the significant growth of online gambling in France, especially after stabilization in 2022. The sector continues to recover from the negative impacts of the COVID-19 pandemic.
Isabelle Falck-Pierotin, president of ANJ, stressed that strict regulations have benefited French industry. She said: "This good market condition shows that strict regulation is not hindering development. This growth makes it even more urgent to reduce the number of excessive players that ANJ has placed at the center of its activities."
Dynamics of Online Games
The online gambling sector in France continues to grow. In 2023, gross online gambling revenue reached 2.3 billion euros, up 7.2% from the previous year. This reflects a moderate growth trend that began in 2022.
At the same time, the number of online players in the country has increased, with the exception of the sports betting segment. Despite this, sports betting remains the most popular segment, with a 63.3% share of online GGR.
Prosperity of FDJ and PMU
FDJ (La Française des Jeux) and PMU (Pari-Mutuel Urbain), the two main gambling operators in France, also showed growth. The total gross income of these companies was 62.7% of the country's total gross income.
FDJ delivered particularly impressive results, with gross revenue rising 1.8% to €6.6 billion in 2023. The company's growth is associated with an increase in sports betting and the development of retail outlets where tickets are sold.
PMU also saw growth in 2023, but to a lesser extent compared to previous years. PMU gross revenue was €1.7 billion, up 1% from 2022.
The 2023 results confirm the dynamic development of the gambling industry in France. While the growth of online gambling and the successes of leading companies reflect positive trends, ANJ continues to actively work on supervision and regulation to ensure the sustainable and responsible growth of gambling in the country.
