PAGCOR: Combating Illegal Gambling Sites in the Philippines

The Philippine Amusement and Gaming Corporation (PAGCOR) has taken strong action against illegal online gambling sites, blocking 5,793 of the 7,747 sites detected, representing 74.78% of the total.

PAGCOR Actions and Public Hearings

PAGCOR Senior Vice President for Security Monitoring, retired General Raul Villanueva, said this at a Senate committee hearing on the Anti-Internet Gambling Act. He emphasized that blocking sites is a key part of the regulator's strategy.

Villanueva also noted that PAGCOR is actively monitoring various forms of online gaming, including e-sabong, Facebook advertising, mobile applications and offshore sites. The measures include not only blocking websites and URLs, but also restricting payments, although the task is complicated by the use of cryptocurrencies and the complexities of offshore banking.

Cooperation with payment portals and trading platforms

The regulator has turned to payment portals such as GCash and Maya to prevent financial transactions from illegal sites. Requests were also sent to Google Play and Apple Play Store with a request to block access to illegal gambling applications.

PAGCOR recently banned Philippine Offshore Gaming Operator Centers (POGOs) and developed strict guidelines to supervise licensed gambling operators, underscoring its commitment to combating illegal practices in the gambling industry.

PAGCOR's actions are aimed at ensuring a fair and safe gaming environment in the Philippines, as well as protecting the interests of users from illegal practices in online gambling. The regulator will continue to tighten measures in the fight against illegal sites and strive to cooperate with international and domestic partners to ensure effective control and monitoring in the gambling industry.
