The journey towards legal sports betting in North Carolina began on June 8 when the NC General Assembly passed the act to authorize and regulate wagering on professional, college, and amateur sports, as well as horse racing. Since then, the state has been diligently constructing a regulatory framework to facilitate the eventual launch of sports betting.
Key Regulatory Body
The North Carolina State Lottery Commission will play a pivotal role as the sports betting regulator, according to the provisions of the new law. On November 16, the commission unanimously adopted the first set of rules, addressing various aspects, including advertising practices. However, these rules will only come into effect on January 8.
Public Input and Future Developments
The commission has opened the floor for public input, allowing citizens to submit their comments on the first set of rules until November 27. Simultaneously, the Sports Betting Committee is progressing with the rulemaking process for the second batch of rules, with a public hearing scheduled for November 20.
Launch Date and Potential Changes
Despite the rules' effective date on January 8, sports betting in the state is not expected to commence until June 15, providing additional time for the finalization of regulations. The commission has cautioned that the second set of rules, currently open for review, may introduce modifications to the initial package.
