Survey Unveils Public Opinion

The Gambling Regulation Bill 2022 in Ireland has sparked intense debate, with 75% of respondents supporting plans for increased regulation, according to a survey commissioned by Lottoland. While the majority favor regulation, concerns arise about the proposed win and wager limits, deemed excessive by two-thirds of participants. Interestingly, 19% of current bettors express intentions to explore alternative gambling methods if restrictions are imposed.

Government's Legislative Agenda

As the government progresses toward completing the legislative process, key aspects of the bill come to the forefront. The proposed advertising ban during specific hours and the elimination of inducements like free bets are contentious points. The bill also introduces restrictions on certain games, including maximum win limits of €3,000 and maximum bet limits of €10. A new regulatory body, the Gambling Regulatory Authority of Ireland (GRAI), is on the horizon.

Lottoland's Stance

Mike Kirwan, vice-president of Lottoland, emphasizes support for the bill's overarching goals, including the establishment of GRAI. However, concerns linger about the lack of clear definitions, potentially leading to unintended consequences due to legal issues. Kirwan urges Minister James Browne and the regulator-designate to collaborate with industry experts and address their apprehensions.

Call for Sensible Regulation

Kirwan underscores Lottoland's commitment to evidence-based legislative frameworks for the gambling sector. He believes that well-crafted legislation is crucial for an effective, adaptable, and sustainable framework, ensuring a safer gambling experience without hindering responsible betting.

Survey Reflects Public Preference

The survey, conducted by Ireland Thinks on behalf of Lottoland, involved 1,387 individuals in Ireland. It reveals public favor for a balanced approach to regulation, promoting harm reduction without impeding individual responsibility in gambling.

Bill Highlights

The Gambling Regulation Bill, approved in November 2022, includes controversial proposals such as an advertising ban before 9pm. This ban extends to radio and television, aiming to minimize exposure to vulnerable groups. Additionally, the prohibition of free bets aligns with efforts to deter children and susceptible individuals from engaging in gambling.

Addressing Problem Gambling

Recent revelations from the Economic and Social Research Institute (ESRI) indicate that one in 30 adults in Ireland faces some form of problem gambling. These findings reinforce the significance of legislative efforts to address and mitigate gambling-related issues.
