Overcoming Challenges

Before the 2021 Treaty, the last significant change to German gambling regulation occurred in 2020 when restrictions on sports betting licenses were lifted, allowing only 20 operators in the market. Legal battles and European Court of Justice rulings in 2012 had deemed Germany's original sports betting laws unlawful, leading to temporary legislation with contentious license caps. Finally, in 2020, these caps were removed, paving the way for a fresh sports betting licensing scheme.

Limitations and Market Realities

Despite the push for regulation, operators still face limitations in the variety of games and betting markets they can offer. The 2021 Treaty aimed to address the black market issue and establish a functional legal framework, but challenges persist in fully realizing this vision.

The transformation of the German gambling market from a shadowy, unregulated landscape to a legalized industry under the jurisdiction of the GGL represents a significant shift.
