Protecting Players from Problem Gambling
In a bid to address growing concerns surrounding problem gambling in the Netherlands, Minister Franc Weerwind has revealed a set of new initiatives. Weerwind's actions are driven by what he describes as "worrying and undesirable developments" in the country's gambling sector. With the Remote Gambling Act evaluation not due until 2024, Weerwind is taking proactive steps to tackle the issue before it worsens.
Responsible Gambling Measures
The newly proposed measures require gambling operators to reach out to players who have set a deposit limit of €350 (£303/$386). These players will be informed of the potential risks associated with high-stakes gambling. Additionally, Weerwind is advocating for financial amounts to be displayed in euros, aiming to make players more aware of their spending. He also supports further research on setting overarching gaming limits.
Balancing Regulation and Attractiveness
Peter-Paul de Goeij, Chairman of the Dutch Online Gambling Association (NOGA), welcomed Weerwind's efforts but cautioned against making legal gambling unattractive. He stressed the need to strike a balance between enforcing safety rules and preserving the appeal of legal gambling. Helma Lodders, Chairman of the Licensed Dutch Online Gaming Providers (VNLOK), emphasized the importance of effective measures while maintaining an attractive legal gambling landscape.
KSA's Stricter Rules
In parallel with Weerwind's initiatives, the Netherlands Gaming Authority (KSA) has initiated a consultation on updated Responsible Gaming Policy Rules. These new rules mandate providers to promptly identify and address signs of excessive gambling within an hour. Players making a net deposit over €700 in a month (€300 for 18-24-year-olds) will be contacted, and income verification will be requested. The KSA is also clamping down on role models promoting gambling and untargeted advertising. The rules are expected to be published in April after stakeholder responses.
