British Horseracing Authority Renews Start Rules

The British Horseracing Authority (BHA) has recently introduced several changes to the start rules in British horse racing, ushering in a new era for the sport. After an extensive year-long review of stalls and starting procedures, these changes have been greenlit to enhance the overall racing experience.

Late Load Requests, Now Restricted

Starting from January 1, 2024, Late Load Requests will see a significant shift. These requests, previously issued by trainers for their horses to load out of sequence, will now only be allowed for horses displaying behavioral issues in previous races in Great Britain. Debuting horses can also apply for a Late Load Request, provided they pass a pre-race assessment showing behavioral concerns.

Furthermore, the rules regarding warnings for Late Load Requests and Stalls Tests have been adjusted. Trainers receiving three warnings for the same horse within a year will now be required to complete only one Stalls Test, as opposed to the previous two. This change aims to reduce Late Load Requests while ensuring fair competition.

Loading Process Changes

Effective January 2024, any form of twitching or grabbing a horse's ear or tail during the loading process will only be permitted for safety reasons. This includes comforting nervous or unruly horses. Stewards have the authority to issue cautions for first offenses and Band A fines for subsequent violations.

Additional changes include BHA starters no longer carrying hunting crops during jump-starts and the mandatory completion of the BHA Trainer Representative – Starts Training Module for all individuals assisting at the start. These measures prioritize safety and welfare in British horse racing.
