Progress in Minnesota Legislature

Minnesota's legislative session for 2024 commenced this week, with an immediate focus on Senate Bill 3803, proposed by Representative Jeremy Miller. If passed, the Minnesota Sports Betting Act 2.0 would permit in-person wagering at Native American tribes' facilities, racetracks, and sports teams' venues. The bill proposes a state commissioner to oversee betting activities, issuing licenses to operators, platform providers, and suppliers.

Taxation and Partnerships

Under Bill 3803, a 15% tax on sports betting net revenue would be imposed. Furthermore, license holders could offer retail betting at horse racing tracks or professional sports stadiums through partnership agreements. Representative Miller emphasized the benefits of the proposal, citing its positive impact on tribes, tracks, and sports teams, as well as potential bettors in Minnesota.

Previous Setbacks and Current Outlook

Despite previous failed attempts in 2023, optimism surrounds the current legislative efforts. Changes to electronic pull tabs last year raised concerns among charities, prompting adjustments to address their issues. Leading lawmakers express confidence in the bill's passage, with Governor Walz indicating his readiness to sign if it aligns with stakeholders' interests.

Alabama's Advancement

In Alabama, progress is also evident as a plan for lottery, casinos, and sports betting gains traction in the House. The proposed bills outline regulations, licensing procedures, and potential revenue streams, including estimates of up to $900 million for the state. Approval of these measures would require voter consent in November, marking a significant development in Alabama's gaming landscape.
