Slovakia witnessed a remarkable surge in its online betting market in 2023, with a total of €21.4 billion placed in bets. This revelation emerged during a press conference held by the country's Regulation of Gambling Games. Martin Bohoš, the director general of the regulator, disclosed that players in Slovakia received €20.4 billion in winnings, while contributions to the state increased by over €50 million compared to the previous year, totaling more than €301 million.

Dominance of Online Market

The online betting sector continues to dominate the Slovakian gambling landscape, with a staggering 90% of bettors preferring online platforms. Conversely, land-based venues witnessed a decline in participation, particularly in number lotteries, where only 14% of bets were placed online.

Regulatory Challenges

Despite the surge in legal online gambling, Slovakia's regulator faces persistent challenges from illegal operators, both online and offline. Increased inspections and enforcement actions have been undertaken to combat these illegal activities, with a focus on preventing access to black-market operators and enforcing sanctions on illegal advertising.

Impact of Municipal Regulations

The regulator anticipates a potential decrease in land-based casino contributions to the state budget due to restrictive regulations imposed by certain municipalities. Municipalities wield authority over gambling activities within their territories, including the power to ban land-based venues. However, critics argue that such restrictions may inadvertently drive players towards unregulated, potentially harmful black-market operators.

Gambling Products and Regulations

In Slovakia, sports betting, horse race betting, poker, and casino games are regulated gambling products, while lottery and bingo are monopolized by the state-owned operator, Tipos. The country's gambling laws underwent significant changes in recent years, allowing private operators to apply for licenses for certain gambling activities.

With the surge in online betting activities and ongoing regulatory challenges, Slovakia's gambling landscape continues to evolve, prompting discussions on the balance between legalization, regulation, and social responsibility.
